Makes sense. On another note, one of those cases where I actually wish there was regular law enforcement patrols to at least target littering. In Tahoe, you see one or two sherifs on the trails and beach regularly. Feel bad for them as they are in uniform with usually two weapons to weight them down whereas everyone else is nude :-) They often stop by just to talk. However, nothing beats law enforcement at Wreck beach in Vancouver BC. The only case where I saw officers walking around handing out open alcohol citations to nude sunbathers smoking pot, which is now legal up there in reasonable quantities, but alcohol on that beach is not. Also, women up there have a right to walk around topless since the 90s - anywhere in public that is, a ruling that the Canadian supreme court upheld after a bunch of students in Guelph complained that if men are allowed, why not women.
