I would not call it fixed but it is navigable in a normal sedan. I drive a mid 90's Saturn wagon that sits very low to the ground and I do not have any issues getting down and back to the lower Bowen Ranch parking lot. Just take your time and pick a line that keeps your tires up on the highest portions of the roadway. Do not let your wheels drop down into the deep ruts, stay on the top of the ridges above the ruts and you will not have any issues. I was just there on Friday, July 6 and had no problems, I don't think I even came close to scraping the bottom of my car. The key is to go slow and make sure you keep out of the ruts, you may have to go from one side of the road to the other to do this but since it is a single lane roadway anyway it is no big deal. Everytime I go to Bowen Ranch there are more cars like mine parked down in the lower parking lot than there are SUV's or pickup trucks. I hope this information helps.
