What really happens

So I am trying to figure out what really happens with regards to the "rules" at DCHS. I am asking for my own knowledge. I know the rules say no camping, but each time I am out there the people who I see camping and appearing to live there are one of the naturist or nude groups. I have left at dark, hike back at dawn and the same three nude people are asleep on mats on the rocks right above the pools and those three were not friendly. (other naturist or nude people have been super friendly and I would have no problem joining them). And there are a few camps of nude people with the gear, that are hanging from the same trees in the evening and in the morning. I realize that a million people camping there would cause a problem and I want the springs to last too. But I have a suspicion the most vocal people about "no camping" are themselves camping there. Or are these just rogue naturists or not true naturists, just choosing to do there own thing. And are the strange vibes from these few who appear to live, truly differ from the other naturist groups. Basically I am trying to figure out who "really" doesnt want who there. Just asking questions trying to be informed. Basically in another post I said what thought and assumed, which was wrong. I would like to hear from you guys what the real deal is.

I know the thru hikers going to canada looking for flat ground do end up there, but the Forestry Workers usually just send them on their way without a ticket as they respect their journey and understand DCHS is a unique place along the Pacific Crest trail were there is no camping. Those guys have permits for the whole trail.
