Good day! To answer your questions.
1. Camping within the drainage area can net you a fine. Camping at any of the trailheads, Bowen Ranch, 4x4, or Freedom are all outside the boundry and available to camp.
2. Rangers who even see a tent or sleeping bag have been known to warn, and ticket both... depends on their mood. High use times, expect a visit too... like say... this weekend.
3. I have spoken to people who were fined, they usually decide to simply pay and move on with life.
4. Bathrooms.... Bushes only... bring a shovel, bury your waiste at least 12" deep. Oh another rule on the books is having a shovel available in your gear.
The area gets more visiters when the weather is nice so weekends can get crowded. I've camped at the ranch before and it's actually a nice area with tables... just pack out all your trash!
