You wrote that you can not access it at the spillway.
About once every other week I take my neighbor to the spillway and he hikes into the springs that way. He has not had or reported any problems with access. Where the trail collapsed last year during the storms has been rebuilt by some one he told me.
Two weeks ago when I dropped him off there there was a sherriff and S.B. National forest guy who were giving a ticket to a small car that was blocking 2 cars in front of them by parking in the middle of the small roadway at the gate there. It is a 6 mile hike from there.
Also you can continue south on Arrowhead rd. to Hwy 173 and turn left there and go @ 1/2 a mile the P.C.T. crosses the road there just before the pavement ends. One may access the springs from there. It is @ a 5.1 mile hike from there. My neighbor prefers the longer route for some reason ?
As for access from the Deep Creek rd. to the sillway you can still get there that way also. But the big signs say you are tresspassing. Perhaps that is what you are refering to ?
