Neogeo, Ruth Coleman's resignation is excellent news! As many of us know, Ruth Coleman was directly responsible for eliminating the Cahill Policy that governed nudity on State-owned jurisdictions , including State beaches like San Onofre and Torrey Pines I.E. Blacks Beach). Just in case a few readers of this forum don't know, The Cahill Policy basically allowed nudity on State property unless someone complains to a ranger. Then the ranger tells the offender to put on their clothes, and that's the end of it. Very few complaints were levied, so the Cahill Policy was a very good way to handle clothing optional recreation. Ruth Coleman rescinded the Cahill Policy and had the California Code of Regulations Section 4322 re-written to allow citations to be written for "simple nudity" on state property. Several citations were issued by rangers at San Onofre, and for the individuals that chose to appear before the San Diego prosecuting attorney with Naturist Action Committee lawyer Allen Baylis, all of the citations were dismissed.

However, rangers at San Onofre still give out citations, and nude use at San Onofre is dramatically less than it used to be. However, people still trespass onto the Camp Pendleton portion of the beach and go nude .

With Ruth Coleman out, there is always the potential that whoever Governor Brown appoints as her replacement may have another more"liberal" view regarding CO recreation on State property. Allen (Baylis) has been working on developing solutions to allow CO recreation on state property, and now, with Evil Coleman gone, Allen's chances are even better that he will succeed. Ideally, it would be great if the Cahill Policy was reinstated- even better if it was statutorily codified into CCR 4322 and the old 4322 language was removed.
