I've seen too many hot springs and nude areas closed because a few individuals consciously violate the very reasonable rules provided by the Forest Service and other jurisdictions. As long as a lot of the hot springs regulars continue to advocate for the springs and report FS rules violations to Brad Burns or the other FS personnel, then that should really help to keep out the campers, prevent fires, and maintain nude usage. The only hitch in the whole giddy-yap is the Forest Service enforcement wing is so cash strapped that their limited resources prevent them from getting to the springs more often to enforce. Hiking down takes time, and helicopter enforcement is expensive.
