You are right, no camping allowed within 1 mile of the creek. People have been getting fines and tickets lately. The best legal place to camp is at Bowen Ranch. Nice camping area, no facilities but tables and fire rings. No wilderness permits needed. Mike at Bowen Ranch charges $5.00 per day per person / $10,00 per night to camp. It is a 2.2 mile hike to the springs. I do it 1-2 times per months. No reservatioins needed. Weekends have been pretty crowded lately, but weekdays are good. I like Thursdays and Fridays.
So worth the trip, I love it and it is a 2 hour trip every time I go. Best part is you can hike in Nude from the ranch - the only way to hike.
Enjoy !!!
