It's unfortunate that you had that experience at the Springs, however it's been MY experience that this is the exception to the rule. Most people do indeed pick up after themselves, and bless the hearts of those like Frank who spend the time to pick up after these "nitwits". I hate to see bottles and butts as much as anyone -- but this is a rare circumstance.
My experience is that it is indeed the locals who have been largely responsible for much of the unpleasantness at the Springs, as Meagan suggested. I'd hate to see any knee-jerk type of reaction that would infringe on MY perrogative to drink, smoke, or otherwise enjoy the Springs in a fashion that suits my liking. I too would fight any attempt to set up a search-before-entering policy "tooth and nail".
After all, it's NOT the smoking and drinking that you're complaining about -- it's the TRASH they're leaving behind -- and of course the roudy behavior of that minority of people upsetting the gentle atmosphere of the place that's being criticized here. Your enjoyment of the Springs has little to do with whether I'm sitting under the trees smoking a joint or not. Pot smoking and drinking is NOT the issue here. Being RESPONSIBLE is.
Just like in the "real" world, people cannot be controlled like you suggest. Perhaps on some other planet, but not on earth. An implementation of the suggestion to bring in enforcement of any type - other than peer pressure - is sorrowfully misled and will lead to the complete shutdown of the Springs.
