In 1992 Mike Castro and numerous other individuals were forming the Friends of Deep Creek and planning to take possession of the Bowen Ranch from Tow Truck Terry. The Friends of Deep Creek knew that Fred Moss only owned the land and so did Mike Castro. Just look at the minutes of their incorporator's meeting.

When Mike Castro was going to approach Fred Moss for the lease and therefore control of the Bowen Ranch Building, the Friends of Deep Creek asked Gary Roe for a financial contribution. Gary Roe contributed $350 and then made additional contributions. Gary Roe did this because he thought he was supporting the Friends of Deep Creek.
Friends of Deep Creek was supposed to operate the Bowen Ranch. Friends of Deep Creek promoted free public access and were to only accept donations. The Friends of Deep Creek was destroyed by Mike Castro through fear, intimidation and involvement in serious crimes so he could gain control of the Bowen Ranch.
The El Mirage Incident was an alleged attempted murder involving Mike Castro, David Boyer, and other individuals. I do not believe that these individuals realized that they were going to be involved in this serious a crime. However, they were present when this crime occurred and became accessories to the crime when they remained silent. It must have quite an impact on their minds when they came to realize the implication of the El Mirage Incident. The El Mirage Incident was an attempted murder that they got away with. I have the BLM incident report documenting this incident which their report shows as a drunk rollover when it was actually an attempted murder.
In this violent manner, Mike Castro gained control of the Bowen Ranch and reinstated the toll collection business. Then Mike Castro and others would go out onto the public routes in the area and threaten the public with violence forcing the public to access through the Bowen Ranch and pay his tolls.
Because of the lack of records concerning this toll money, DCHS, Inc. believes that Mike Castro has not reported this income on his tax returns. Therefore, this tax free money has been used for Mike Castro's financial gain and finally to his purchase of the land from Fred Moss. Remember the $20,000 in cash that Mike Castro flashed at the meeting we had at Fred Moss' office?

So actually the toll money exacted from the Hotspringers assisted Mike Castro in making this purchase of the land from Fred Moss.
