I have been in that same situation at DCHS.
I suggest passive noncompliance. Seeing drunks letting it all sound out is not that uncommon. It is my opinion that only rich people should be allowed to smoke. Tobacco should cost more than marijuana. If your governor has his way that might be possible ;~)
There is a reason they call it re creation. That is why. It's cheaper than therapy and more fun.
Live and let live is a good policy in some situations. Just be thankful places exits to be free. Like your name suggest.
That trail may get a good work over eventually. The former care taker must be out to lunch some where.
