What we do is take a weak building and apply thick metal plates to the out side of the columns, welding them to the outside of these columns. Then we weld more large plates to the web of these columns and attach either large metal tubes or beams between columns of steel. Welding them either in w, k, or x patterns. We call these seismic braces. This gives buildings vertical and horizontal strength against movement.
Hospitals are built this way from their start now.
I am not the best welder in the world ! I am just the best welder I know. Inspectors take pictures of my welds to show what a perfect weld looks like to their bosses. Contractors pay me extra just to keep me from leaving. It beats begging to live.

Arrowhead Hospital just off the 10 freeway is one of the best hospitals anywhere for sheer strength. They put x braces in every bay in a circle. Making for one very strong design.
