Retrofitting is for weak buildings. If the building is built strong to begin with no need to make it stronger. California building codes do not allow hospitals to be built with the need for retro fitting.
That is like telling Arnold, your Governor that he should do 600 push ups instead of his regular 500 push ups. He will not get any stronger with the extra hundred push ups. He would only build up his endurance not his strength. His strength is maxed out. These hospitals structrual strength are all ready at their maximum when they are built.
After the Whittier earthquake I heard there was an up grading to the code and some of the older hospitals back then were retro fitted. So, there is no need to retro fit any already retro fitted hospitals.
