Okay,
I'm just going to throw this out there. I'm not volunteering.
But I do know that the local angencies can request a Reconnaisance Study of the area, the study can be for different kinds of recommendations.
Such as environmental, water quality, flood prevention, etc...
Here is the key thing. $100,000 can be allowed for the federal government to conduct this study. If anyone is interested in this I can provide contacts and information. By the way, FYI, I work for the Army Corps of Engineers.
