I advocate overturning an agreement that was not passed by the people who matter most, the citizens of California. There are no "loopholes" in PC602 and ordinance 415 (disturbances of neighbors and residents). If you were being honest, you'd say that 3973 was created in order to implement new restrictions and give Code Enforcement the authority to enforce some OHV regulations. Simply giving CE the authority would do precisely the same thing, but the ordinance doesn't stop there, instead creating new regulations with no input from the population, only a few elitist and out-of-touch "stakeholders".
