Officially, OHV groups and their leadership have abided by the agreement. Only unknown individuals intent on violating the law operate outside the agreement. On the other hand, also officially, radical environmental leadership has led the way to officially violate the agreements each and every single time one is struck. Whenever they don't get everything they wanted in the agreement, officially, they either re-open negotiations with a new threat of lawsuits, or they file lawsuits against land use managers such as BLM or USFS in order to dictate policy. Balance is not their goal. Total control is their goal, and it's evident from the way they betray everyone else in the process.
In reality, the exact opposite is true. The current assault upon ordinance 3973 in order to overturn provisions OHV riders to carry written permission from the owner when riding on private property they do not own is one example. This ordinance was crafted with the assistance and endorsement several major OHV advocaccy groups and now the off-roaders want to eliminate or re-negotiate the deal.
Another example of how the opposite is true is the recent Suprise Canyon / Panamint City lawsuit filed by off-roaders in an attempt to dictate OHV use policy upon the BLM and NPS. This lawsuit was dismissed by a federal judge last week but stands as an example that contradicts "Big Ed's" claims.
