My bet is that the graffiti jerks are not regulars and won't be lugging in paint cans again (it WAS canned paint and not spray, right?) anytime soon. With that in mind, in my opinion the most effective and least harmful method of dealing with this current desecration is to A) contact authorities -- the more calls they get from us, the more they'll realize that there is a vocal group that actually cares about DCHS, maybe they'll even bring more manpower to bear on the problems in the area (doubtful but you never know); paint over it, not use paint removers or sandblasters. New blank canvas for future taggers perhaps, but it shows people won't take the snub lying down; C) if you want to be really bold, take out an ad in the local paper or whatever rag off-roaders read, offering a reward for information leading to that arrest of graffiti tagger or taggers in Deep Creek. Word may spread to the taggers. Only drawback to C is that there is the small chance this might urge same bastards on to further tagging.
