No, you do not need a pass. Mike Castro charges $4.00 per person to access the springs through the Bowen Ranch. The rest of the controversy has been presented on the website and discussed pretty thoroughly in the past on the forum. Usually if you pay and go on your way, you will be okay.
The Pass is informational only not a requirement.
