Well I did some looking around and discovered that Gaviotta has been reopenned according to the Santa Barbara State park dispatch
805-968-1711. They also have a number for camping and info, 805-968-1033 but they said nothing about the hotsprings. As a side note the people I talked to seemed to know very little. hope this helps.
