Not surprising in that the convenient free public access to the hot springs was closed illegally some years back by the proprietor of Bowen Ranch.
BLM constructed the current route around Bowen Ranch in 2001 as an accommodation to the owner. BLM's response to the ensuing barrage of public objection was that they were entitled to make "minor modifications" to the route system. (Ethics within the Barstow Field Office was subsequently challenged because of the highly questionable management decisions being made at that time.)
The extra distance and very poor quality of the current route discourages many. Removal of open route markings and occasional vandalism to vehicles discourages others.
The proprietor of Bowen Ranch should be mindful that WEMO requires "safe and convenient" free public access to the hot springs, and that it requires only a "minor modification" to restore the historic, original, convenient route.
Roxie Trost, the new BLM Field Manager has reorganized the Barstow office. Ethics are being given welcome attention.
