I flagged down a BLM truck on Wednesday and met the new Park Ranger for this region, Art (Basulo?).
A law enforcement strategy earlier posted on this website recommended that BLM establish ranger presence and call for law enforcement only when needed. Barstow Field Office appears to be implementing a similar policy. This friendly contact with the public and local residents has the additional advantage of being cost effective.
The Ranger assured me that BLM is aware of the trash in the ACEC and will address the problem. I gave him the utility bill to pass on to Chief Law Enforcement Ranger Dan Brio and expect someone will soon get a knock on their door.
