Never Visited Before

Greetings. Like the title says, I've never been to DCH and had some noob questions:

1) Who manages that area? Is it Federal or State gov't?
2) Do you ever organize meets there? Frankly, I'm hesitant to go alone now that I've read the stories of people getting injured, robbed, shot, etc. Safety in numbers, eh.
3) Do you have any tips for a 1st timer?
