A stated original WEMO requirement was to provide "safe and convenient" access to Deep Creek Hot Springs.
Note that this ROD now specifies "safe" access, deleting "convenient". Although some have argued for access by Moss Mill Rd., most agree that convenient access would be detrimental to the springs.
In view of that, I suspect BLM is considering improvement of the existing route to 2WD (if the public demands).
This issue had to be addressed, as forcing recreationists lacking 4X4's to use a private toll-road is indefensible.
