Arcane water rights at Lake Arrowhead key to future of supply, recreation

LAKE ARROWHEAD -- The water in the lake here is known for its clarity, a fact not lost on the thousands of people who rely on its constant supply to their homes.

Take a dip into the lake's history, though, and you will discover a chronicle as murky as Lake Arrowhead's future.
On Tuesday, two governor-appointed state officers will begin hearing testimony that will likely define that history, thereby determining the future of the lake as the primary source of water for the community's 11,000 residents.
The key question everyone hopes to answer: Who has the right to the water in the mountaintop lake, and what do those rights entail?
