When Brahm Elmendorp walks his dog in his Morongo Valley neighborhood, he arms himself with Mace for fear of being assaulted by off-roaders careening down the dirt roads.

Elmendorp, who has lived in the area for five years, is one of two dozen people who on Thursday pleaded with the San Bernardino County Planning Commission to adopt restrictions on off-road activity in desert and mountain communities.

Several residents expressed concern for their safety, claiming off-roaders regularly threaten property owners who confront them......................
