Most likely, they were there to enforce the no night time use rule.
If it were me I would have camped out at the parking lot there and watched the cat and mouse game they play. It is very amuseing. The parking lot is 1.2 miles from the creek, so no law would be broken by camping there. The law states no night time use within 1 mile from the creek. Better luck next time !
