The USFS access the lower parking lot, by coming through the Bowen Ranch. They then go through the BLM gate down by the southern parking area of the ranch, since they have the key, and go down the old 4X4 Rd that was closed after the Willow Fire. You can also access the lower USFS parking area from the east by way of 3N59A, and then shortcut, Route 2, to Route 1, to the Bowen Ranch Rd. This way is lengthy and requires a 4x4 vehicle.
