Ranchers grazing private lands are required to build and maintain fences to keep their stock from straying onto federal property.

However, the Barstow BLM Field Office has maintained that it not the federal grazing premittee's responsibility to confine his cattle to his allotment. They insist that the private property owner must bear the expense of building fences for the grazing permittee.

Serenity Now, is there any truth to that apparent double-standard absurdity?
