Forest Service and BLM Rangers have the option, with any violation, to make it a "Mandatory" court appearance, which is the same thing as a summons. This is at the discretion of the officer. If given a mandatory court appearance, you are compelled to appear in Court before a federal judge, who decides how much your fine is going to be, and in some cases whether jail is appropriate. This is the process which happened to the "Merchant of Deep Creek Hot Springs". Failure to pay a fine (Bail) or appear in court when scheduled results in a federal warrant being issued for your arrest.
Rather than figuring out which laws you are going to obey, and whether you think you can afford the fines or whatever, why not simply know and obey the rules and regulations? This keeps things fair for everybody, and helps keep our Hot Springs from being closed down.
