The basic problem is that the BLM has altered its course from a relatively balanced multiple-use program into one which is much too heavily weighted toward single-use, that is the OHV users. Each group has its own interests and concerns, and I believe there is still enough land out there for everybody.
The abandonment of enforcement patrols by BLM outside the designated OHV open areas is unjustified. The BLM has a responsiblity to patrol "Limited Use" and "Closed" to OHV areas also, and to mitigate OHV impacts which spillover from its administered lands onto adjacent private property. The recent curtailment of these patrols helps create a lawless environment in which incidents of sabotage, regardless of the source, become more possible.
