The WEMO plan is not finalized yet. What they released was their Final Enviornmental Impact Report and the public has until early May to submit comments. This document weighs 13 lbs and is available at the Barstow BLM Field Office of District Headquarters in Moreno Valley. Go ahead and stop by their office Jobe, the girl at the desk is nice and will tell you the managers are "unavailable at this time".
