The women I talked to about HWY 173 asked me which direction I was coming from and I said the high desert. She also asked me if I was coming up that way for work and I told her it was for hiking. She said just be careful on that road because it was still muddy in some spots and to have a good time in the forest. Hopefully this spokesperson for the USFS has given out the correct info about 173.
