Your overall assessment of what's happening up there is accurate. FOJF and other grassroot groups have sprung up because the local agencies, especially the BLM, have abdicated their responsiblity to do what they can to reasonably protect Juniper Flats and similar areas, instead redeploying their resources to other activities, mainly to OHV open areas.
The OHV Conference was a good thing and an exercise in democracy, in which concerned people were able to communicate with and question their representatives. Hopefully the BLM will recognize that they are not being responsive to a significant number of their customers, and this will prompt some corrective action.
About 1500 people have responded to an online poll in the HiDesert Star, with a majority stating that OHV use is a major problem in the high desert. Yes, there is a problem out there, and it needs to be addressed.
