Speech concerning public issues are protected under Civil Code of
Procedure Section 425.16. (a) The Legislature finds and declares
that there has been a disturbing increase in lawsuits brought
primarily to chill the valid exercise of the constitutional rights
of freedom of speech and petition for the redress of grievances.
The Legislature finds and declares that it is in the public interest to
encourage continued participation in matters of public significance,
and that this participation should not be chilled through abuse of

Juniper Flats and Deep Creek are on public lands and when there is a potential of a threat to the public safety by any individual or individuals, this is a public issue. Speech about public issues are protected by the U.S. Constitution as well as Federal and State laws.
So, when it comes to my attention that an individual or individuals have acted in a violent manner while in the area, I believe that the public has a need to know of this individual or individuals violent tendencies. This is especially true when there is a report filed with law enforcement.
