What I wouldn't put past the BLM would be this scenario. They maybe believe the fence should come down .... but they don't want to take the heat. So, someone else removes the fence. They control law enforcement resources so no one will investigate and oops suddenly no funding available to replace the fence. That I wouldn't put past the BLM.
I did not ask you to fax the cooperative agreement. I asked you to post the cooperative agreement so all could see it. However, I can obtain that from the BLM anyway.
