I got the oppertunity to listen to a conversation between Jennifer Foster and Barry Nelson on this issue at a BLM meeting. My wife and I were sitting very close and heard Ms. Fostor insisting the fence was illegal. Ranger Nelson was lapping it up. The fence we are talking about was installed after the Willow Fire to help protect the ACEC from OHV trail proliferation and is maintained by co-operative agreement. It was not slated for legal removal. Evidently, this fence was removed illegally and Ranger Nelson refuses to invesitgate in a timely matter. This illustrates the ongoing problem with the Chief BLM Ranger and the lack of law enforcement on BLM lands in Juniper Flats.
