Ahhh.a refreshing idea>instead of mr ranger,people of peaceful persuasion convincing others to clean up their act.There is a power in peer pressure.And...who really wants to see the ranger anyway.
As far as security on the free access parking....well,BLM camping regulations are very loose as opposed to usfs.People hanging around means more visibility....but....attracts that party element which trashes and bashes.
