That is true but many of those websites are after the Dollars cater to the repressed American Society. In a more accepting society you will probably find less individuals willing to pay for those photos and thus less demand for the photos.
In addition when it comes to other freedoms, we generall don't limit an individuals freedom because other individuals may abuse it, instead we either prosecute those that do or open the door for the victim to sue them. For example, we don't limit person's freedom for the fear of kidnaping, murder, rape, etc., instead we prosecute those that commit those offenses. We don't limit the freedom of press because of some that may use it to slander others, instead we allow those that can prove slander to sue.
I propose that this should be no different. Lets not lock up the innocent but find a way to deal with those that abuse it. The women that wish to go topless should not be criminalized, those that wish to photograph them and commercialize their photos without their consent should. And even if this is hard to acomplish, why should this fact make it illegal for a women to go topless if she could not care about being photographed?
We all can help by watching out for those lookyloos and letting them know how we feel or at least notifying the victim that they are being photographed against their knowledge. I have also heard of cases were naturist have turned round and pulled a camera out to photograph and document the lookyloos actions.
