Typical commentary from water resource management authorities in any community with declining water levels--they always define "drought" in terms of the long-term outlook for aquafer storage. The reality is nature's definition, and what the local residents are experiencing.

Interesting how much bartering and cost is involved with distributing what nature provides for free!
