This is not a correct statement. Live junipers were not used for vertical mulching as few survived the Willow Fire. Local residents who participated in fire recovery will attest to the fact that burned Joshua trees were collected and utilized for this purpose.
Also, the restoration effort did not bypass law. It is unfair to represent the very capable and conscientous direction by highly-respected former BLM employee Tanya Egan as such.
