Nice article, and thankfully the forest service in all their glory do not even begin to deny what is the backbone of the program. MAKING MONEY, and not for themselves but anyone willing to be a vender. $1 is a pretty good profit for handing someone a pass and asking their zip code. This program is the beginning of the end for what we call free access to our public lands, now private corps. can freely stand on our public land and charge us to park our cars. And the miss management of funds seems to me a obvious conclusion. When you give a government agency the right to collect funds, and no accountability as to how it is spent, well of course there will "miss management".
But on the lighter side, many more groups have joinned in on the struggle and the congress can not make it perminant because it has become an issue amonst the constituants of congress (thats you and me). And the last thing any congressmen wants to do is piss of its constituants.
