We encountered very similar problems with the California Desert Conservation Plan when I was with the BLM. The plan was initially considered inadequate because we supposedly didn't support the "multiple use" concept. But in actuality,the plan was very well balanced even though the ORV people complained the most about the plan. Bottom line- You can't please ALL the people ALL the time!
