DCHS 9-17 / Are the USFS and the BLM the same entity now?

I had a nice visit ( wonderful weather and a quiet day ) to DCHS yesterday and was talking to a regular about clothing optional issues. He told me that now the USFS and the BLM are are basically joined as the same entitiy at the top. I was wondering if any of you have heard of this or know if its true. The reason this came up is we met some folks who live near Lake Isabella and frequent Remington Hotsprings and said that the USFS have begun ticketing unclothed people, with the ranger saying that they are following the new BLM rules which cite that BLM lands no longer allow for clothing optional usage. As far as I knew the USFS and the BLM were completely seperate entities, but this story about Remington Hotsprings makes me wonder if they are somehow now connected. Also the people from the Lake Isabella area said that the USFS is considering closing Remington. I am going to call Brad Burns the main USFS enforcment officer for the areas around Deep Creek to see what he says about this idea of any connection between the USFS and the BLM.

I will share this info with him when I see him next.

CCR section 4322 regulates nudity within the State Parks. It states following:

Nudity. No person shall appear nude while in any unit except in authorized areas set aside for that purpose by the Department. The word nude as used herein means unclothed or in such a state of undress as to expose any part or portion of the pubic or anal region or genitalia of any person or any portion of the breast at or below the areola thereof of any female person.

Section 4322 is a public nudity regulation and should not be confused with indecent exposure or lewd conduct. Since it only addresses the issue of simple nudity such as sunbathing or skinny-dipping, it is not a registerable sex offense.

Section 4322 can be cited as either an infraction, or a misdemeanor. The fine for an infraction is about $200 and about $400 for a misdemeanor. The fines are about the same as for littering or excessive noise in the park.

Only 3 citations have been issued at San Onofre Beach since May. The appearances have not yet been scheduled in San Doiego court but all defendants have been represented by an attorney.

What's happening now at San Onofre is that most naturists move south of the Park boundaries onto the Camp Pendleton beach. Although illegal, the Marines rarely use the beach so naturists rarely get hassled.

There have been NO citations at Blacks Beach issued under Section 4322. However, there have been a couple citations issued at Blacks for lewd behavior- a different charge. I've talked to the Torrey Pines State Beach rangers at length and they are fully aware of the new law, but they still follow the Cahill Policy, i.e. no citation unless a complaint is filed with them.

Regarding REmington, I talked with a Kern District ranger a short time ago and he said they have no immediate plans to destroy the pools. They are doing a complete analysis of the options. Nevertheless, the Friends of Remington and Sam D are closely monitoring the situation, and signing the petition can't hurt.

My friend at DCHS also told me that the ruling that stopped clothing optional use at San Onofre is one that affected all of the Cal State beaches. He has talked to a number of people who do clothing optional recreation along the coast and said they are getting warned about ticketing in places where its always been long time clothing optional status. I'll check out that petition you mentioned for signing.

Yes, rangers at Remington began forcing people to get dressed. I have not heard of anybody getting a ticket but witnessed myself
when the rangers come and say "We need to write some tickets today! Put your swimsuits on!"
Everybody obeys, gets dressed and the rangers leave for 30 min only to come back to check on people.

I posted a link to the petition to save Remington from sharing the same fate as near by Miracle:

http://deepcreekhotsprings.net/dchs/forum/read.php?2,18668

Please sign the petition. We need as many signatures as possible. The online petition will send you an email which sometimes
goes into your Bulk or Spam folder. There is a link in that email you need to click. The petition is no valid until you click on the verification link
in the email.

In fact, if I recall correctly, a forest service inspection is going to occur either Sept 21 or 22 or 23.
At that day the feds are going to decide what to do with the pools. I usually come and clean up the place but has been unable to visit
due to work load and business travel. Hopefully other folks can help.

Who were the people from Lake Isabella? PM their names/description to me please.
