First the County votes to pass RS 2477 under which the Summit Truck Trail would be eligible for that assertion, then Supervisor Postmus is outvoted by the rest of the board members. There was a fatal accident at this train crossing several years ago which developed a concern for the liability on this road. The Burlington Northern Santa Fe required that blinking lights and bells be placed at the crossing, the county required crossing arms which would cost about $1 million. The road would have needed to be altered for more visibility.

There has been great tension lately between the supervisors as Jerry Eaves is facing criminal charges and is still on the board. Jon Mikels was recently defeated in an election and Postmus along with Hansberger contributed money to the opponent's campaign.

So, I would think that Jerry Eaves and Jon Mikels would not vote in favor of something that would benefit Postmus and cost money.

They are now closing a number of other roads with railroad crossings across the desert because of these concerns.

Moss Mill Road was also under consideration for RS 2477 approval. No word on that yet. I understand that it is a very contentious issue with the BLM.
