The Bureau of Land Management have just released their new proposed plan which is approximately 1,000 pages. You have until September 3, 2002 to make any public comments.
The local newspaper, the Daily Press, did a pretty good article about the plan and expressing both sides of the arguement.
You can request a copy of the proposed plan for free from the BLM. Their contact information is under the Empowerment Link to Haig would be the best person to request.
Anyway that is how the process works.
