I thought I'd put this out there in case it helps anyone. I just crossed the Rock springs road and the work crews we just leaving as I got there. The road is now open. The water going through the @20 foot opening was moving very fast. This means Deep creek is most probably still over flowing a lot. For those in the know this is the shortest route mileage wise into the area from L.A.
Remember to take more trash than you bring !.
