It's really important for the rangers to enforce the No Camping rules at the springs, but they are stretched pretty thin so enforcement is not as good as it could be.
Regarding DCV, my understanding is the Coordinator Ron has been busy with other activities and DCV has not been meeting at the springs on a regular basis. However, members and other responsible soakers who go to Deep Creek continue to pick up trash left behind by the not-so-responsible soakers.
Regarding the DCV brochures, someone should still try to leave some at the trailhead.
