A slight admendment.
The Forest Service under the fee demo program was allowed to develop 100 sites nation wide were they could test the program. The Forest Service took the idea of 100 sites to heart and merged
national forest together to stay within the 100 site limit. In our area the Forest Service took the Angeles, San Bernardino, Cleveland and Los Podres national forests and created the Southern California Enterprise Forest. They have also done this in the Northwest by creating one national forest pass encompising the states of Washington and Oregon.
